I can understand your concern for the rash over the buttock area and it's correlation with herpes.
To guide you regarding herpes - it is basically manifested as small vesicles which burst open to form a superficial ulcer. The main sites are around the vaginal area.
In your case the site is buttock area and the vesicles are not been mentioned. So in my opinion at first instance it doesn't seems to be herpes.
Even then to clear all the doubts and guide you best I suggest you to kindly upload a good resolution picture of the affected area. For that you have a feature on the right side of the page.

Possibility of simple folliculitis. Vaious suggestions

There could be a possibility of simple folliculitis in the area. It is the inflammation of the oil glands over the area. It can manifest as small cluster of bumps.
- I suggest you to apply an antibacterial cream over the same.
- Do not try to wear tight clothes or any synthetic clothes.
- Do not try to pinch or pick the area.
- An antihistamine such as Loratadine could be taken for itching.
