I am going to try to help you understand the problem.
The first thing is that it is an old fact that the females of our species do not become receptive so soon. They take longer than the male counterparts. So do not feel that something is abnormal. It is absolutely normal.
I would in fact suggest a more prolonged fore play. When you both tried oral sex before penetration was a longer pre sexual activity. Chances are with a longer foreplay, you can avoid oral sex. And she may be more receptive.
If you both intend to continue the oral sex, there is a possibility that you both do so after having washed at least the genitals.
