Question : Hi I have large hair follicles all over both breasts and on my chest. I've had it for a few years now and I'm wondering what would cause that

The reason behind excessive hair growth in breast is of two possibilities.
1). Increase in testosterone level
2) Decrease in oestrogen level.
It is almost physiological in most of the individual and nothing is needed.
If you are worrying cosmetic reason, then hormone replacement therapies are available.
Otherwise , absolutely normal.

Thanks for the attaching the clinical picture,
To me, it doesn't seem like a "Peau de orange" skin change in breast. It seems completely normal.
Prominent hair follicles in females are physiological,If you are cosmetically worried, try to use hormone replacement therapy otherwise no intervention is needed.
