Brief Answer:
Eczematous dermatitis; moisturizer and topical potent steroid

Detailed Answer:
Hello. Thank you for writing to us.

I have gone through your query and I have also reviewed the Image.

I will keep a possibility of eczematous dermatitis and I feel that underlying extreme dryness of skin is a predisposing factor.

If I was the treating doctor I would suggest that you use a good moisturizer over the skin below shins, at least twice daily.
In addition, I would also suggest that you apply a potent topical steroid (after applying moisturizer) over red patches e.g either mometasone furoate 0.1% Or betamethasone valerate 0.1% cream Or clobetasol propionate 0.05%, twice daily, for a few days.

An OTC oral antihistamine e.g cetrizine 10 mg once daily will provide you symptomatic relief from itching.

Regards
