
What Causes Leathery Skin Around The Shaft Of Penis?

Question: I have been having patches of leathery skin on my (male) genitals. First the head, then front of scrotom and now on the back side of shaft. The head cleared up on own, the scrotom is in flaking stage. The leathery skin shines and no real pain. After its gone in an area all appears OK.
Been suffering 10 years with I.C. And Hunners Ulsers.

It looks like I had sprayed a light coat clear lacquer or paint. It is shinny then peels after a day.
