Brief Answer:
It could be due to electrolyte imbalance.

Your question has been posted on a common pool where Dr. Oz might not be available to answer your question. So, I am trying to resolve your query.
In case of your husband, probably the leg cramps are unrelated to his heart condition. Nocturnal leg cramps often have an unknown cause but may also occur due to electrolyte imbalance, low potassium or calcium levels in particular. I would insist you to give him juicy fruits like citrus fruits which contain plenty of potassium. Also provide calcium supplementation and see if the situation improves.
I do not think that tonic water would help.
