Brief Answer:
Could be due to infection of glans penis (Ballanitis)

Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that you have developed lesion over your glans penis following oral sex was diagnosed as Herpes 1 infection and was treated with anti viral drugs but failed to get results.

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Did you have itching over glans in the beginning when you observed the lesion?
2) Was the diagnosis of of Herpes infection confirmed by doing swab test of a fluid from lesion or other tests ?
3) Did you have anal sex ?

Th photograph of the lesion that you have posted lloks like to be an bacterial infection of glans penis (Ballanitis) .

Oral mucosa is full of multiple bacterial flora hence it is more likely to be bacterial infection than herpes infection .

Consult qualified dermatologist for clinical examination and get following basic tests done to confirm the diagnosis.
1) Swab test of fluid from lesion
2) Culture of a fluid from the floor of a lesion.
3) Basic screening test for HIV.

You need to take broad spectrum antibiotic like Augmentin along with anti inflammatory drug like Diclofenac twice daily.along with topical antibiotic ointment like Neosporin twice daily.

Further treatment will depend upon the results of these test and final diagnosis.

Hope I have answered your query ,please feel free to ask if you have more questions I shall be happy to help you
Thanks and Regards.
