Just to be clear, your question is whether can a stone increase in size big enough that it wouldn't be able to go down the ureter and cause pain and obstruction ?
Well, this is a tricky question, and my answer is yes and no.
If a stone is more than 2.5 cm, it would be considered a staghorn calculi and it wouldn't move anymore as it won't fit in the ureter or renal pelvis and majority of these stones are asymptomatic.
But these type of stones causes renal failure in the long run and these stones are related to chronic infections.
For any stone in the kidney, it has a 15% chance of causing pain and obstruction per year so in 5 years 75% or 2/3 patients would suffer symptoms because of the stone. Any stone less than 2.5cm may obstruct the kidney and ureter and may cause pain.
