Based on the provided description and location of the bump, it is not anywhere on your genital region but around the pantyline. This area usually contains hair follicles which come in contact with the pantyline, also is an area prone to the accumulation of sweat, etc.

In such a scenario, the friction caused by clothing or the accumulation of sweat can result in irritation of the the hair follicle causing inflammation or even infection. This condition is called folliculitis.

In most cases folliculitis does not require treatment, but as mentioned by you, it is tender and also oozes pus. My forst recommendation would be to avoid touching it as this only makes it worse. If you are comfortable, I would greatly appreciate a picture of the affected region as this would help in confirming the diagnosis, you can do so by attaching the image to our discussion. But I would understand if at all you are not comfortable to do so.

Please go about the following measures in the meantime:
-Strictly avoid touching it
-Wear comfortable inner wear (preferably cotton) or avoid inner wear completely for a while
-Apply warm compresses to the region several times a day
-Take a warm sitz bath with epsom salt (if available) 2-3 times a day
-Keep the region clean and dry at all times ma'am

An infected follicle may at times require antibiotic coverage, but this depends on the size and response to the above measures, and I would be able to predict that only if I get to have a look at the affected region ma'am. But do not worry, in most cases the folliculitis does not require treatment and subsides on its own.
