The dark lines that you have at the back of your neck are called acanthosis nigracans and in majority of cases indicate an insulin resistance which is usually an indicator of either pre-diabetes or diabetes. I would recommend a blood glucose profile to help rule out both these conditions.
But if diabetes and pre-diabetes are ruled out (can be done with a test called HbA1c), then suspecting and ruling out conditions like fungal infections should be considered. But I would first recommend a check on your blood glucose profile.

A HbA1c test helps to check on the blood glucose level and how well your blood sugar has been controlled all these years. Please do consider getting this done as it is much more accurate than the normal FBS, PPBS, etc.
I do not think it is harmful in any way to get the moles removed and is in fact very common these days. Even my mother just recently got many moles removed through laser therapy, and the procedure was totally painless and harmless; you can speak to any cosmetic surgeon or dermatologist about the same.
