Brief Answer:
Lipoma or sebaceus cyst.

Detailed Answer:
Hello!

Thank you for the query.

A lump in this location is most likely a lipoma or sebaceus cyst. Both lumps are benign lesions. Both does not turn into a cancer.
Lipoma is usually soft, rounded and movable. its like a marble under the skin.
Sebaceus cyst is usually not movable, little bit harder. There might be a tiny hole in the area where its attached to the skin.

Both lesions can be removed by a surgeon. Such removal can be than with local anesthesia and small incision.

Hope this will help. Feel free to ask further questions.
Regards.
