Brief Answer:
Check pulse and blood pressure.

Detailed Answer:
I read your query and I am sorry about what you are experiencing.

You say you have pain like circulation has been cut off. If there is a circulation issue there would be other signs other than pain, there would be changes in the skin which would cold and pale. Also you can check blood circulation easily by feeling for a pulse in your wrist, if it's well palpable like on the other limb and no skin changes compared to the left side shouldn't worry.
If you are not sure you can do that yourself and you still have strong pain then you should present to the ER to be checked.
As for all limbs feeling weak and not wanting to do anything that is not related to the pain in your right arm, a blood pressure measurement is recommended and if you have had these symptoms for a long time some routine lab tests might be required (blood count, blood sugar, liver and kidney function tests, thyroid function tests, electrolytes, tests for connective tissue disease).

If no vascular signs and pain persists other causes related to neurological issues like nerve compression might have to be ruled out. It would be helpful if you said something more on the distribution of your pain, what area of your arm/forearm/hand does it involve, any neck pain?

I remain at your disposal for further questions.

Brief Answer:
Circulation or neurological problem not likely.

Detailed Answer:
If it's subsiding and none of the above mentioned skin signs circulation problem not likely.

If the weakness and heaviness is a long standing issue then I still recommend those tests.
If only from today just try to eat and drink properly even if you don't feel like it, at times tiredness, lack of strength can simply be the first signs of a seasonal flu for which good hydration is the best remedy.

Neurological issues are not likely since they usually are more localized in their manifestation and wouldn't involve all limbs.

I hope to have been of help.
