What Causes Painful Blisters On The Bottom Of Foot Between Toes?

Question: My son,age 42,has painful blisters on the bottom of his foot and between his toes. These are not friction blisters so I wonder if they could be caused by some type of fungus and what we can do to treat them and prevent them from continuing to spread. The ER doctor said they were caused by diabetes but his A1c is 5.46 and blood sugar is 93.
