For about the last few months or so, I noticed that my penis has been shriveled. Sometimes when I am urinating, it is still shriveled, causing the urine to go all over the place. I await your response.

I read your question and i understand your concern. Penis shrivelling or shrinking is normal phenomenon and happens all the time except erection timings. Also temperature, climate, and many other factors trigger it along with testicles so no worries for that. Now urine going all over the place needs a little elaboration, do you mean your urine stream is compromised, is it some other place than meatus urine comes from, is there any discomfort while urinating, is it the foreskin which is adhering or causing pain in urination. If yes to any of this then you need to go to a urologist, let them study the urine dynamics, run some labs and assess for the possible cause and then manage it accordingly.
