However, as you've mentioned that the problem's mainly localized on the left side, and your feeling that fluid moving while lying on the side, warrants further investigations.
Although CT-head was negative, I'd suggest going for the CT-paranasal sinuses to look into it further.
Along with it, a repeat ENT check-up (examining the inner ear particularly under direct vision) is necessary to follow-up with the progression of the present conditions.
If the findings correlate with excessive fluid build-up behind the eardrum, then a small surgical procedure may be required for better ventilation and drainage of excessive fluids.
Since Meclizine isn't providing much help, and all those maneuvers are ineffective, it should be the next best step to consider in this scenario.
Please discuss this with your ENT. Meanwhile, drink plenty lukewarm liquids through-out the day, avoid direct exposure to dusty/cold air, take steam inhalation thrice daily, it'll provide some symptomatic relief.
