Brief Answer:
Keratosis pilaris

Detailed Answer:
Hello. Thank you.
I am Dr. Kakkar (Dermatologist and Venereologist). I have noted your concern and it have viewed the image.

You seem to have Keratosis Pilaris- a dry skin condition characterised by follicular papules with keratin plugging - which gives a rough texture to skin of arms and outer legs/ thighs. There may be associated redness and itching.

If I was the treating doctor is would suggest oral Vitamin A (retinal palmitate 25000IU), twice daily.
Topically you may apply either Ammonium lactate 12% lotion (Am Lactin) or 10-20% urea cream, twice daily.

These are prescription medications and I suggest you to talk to your local practitioner regarding the same.
