Brief Answer:
Risk of HIV /STD is low

Detailed Answer:
Hi,
Welcome to HealthcareMagic.
Thanks for posting your query.
Veins over the surface of penis is common.
Prominent veins sometimes appear as a swelling. Nothing to worry about the same.
Oral sex carries a low risk for HIV /STD as per CDC, XXXXXXX USA. Presence of ulcers in the mouth or any other gum disease may increase the risk to a little extent.
If that individual is free from HIV /STD then there is no question of transmission of HIV /STD. Not to worry much.
