Puffy face can be because of various reasons so in order to help you I need more info from you
1. have you noticed reduced urine output since the past few weeks ?
2. any new drugs tried especially pain killers
3. any history of fever or burning while passing urine
4. any history of chest discomfort or chest pain?
5, please mention all the medication she might be on

My Mom. has been off her meds. for a least two weeks now, but she stil gets a redish swollen (today) face. she needs to go constantly to the bathroom to urine, but that is about all,

The fact that she has a swollen face and also increased frequency of urine could mean that there could be a urinary tract infection. One other possibility is thyroid disorder.
This is how you should go about it
1. Get a Complete blood count, urine routine and renal function test done
2. Approach the GP with these reports, if the reports are within normal limits then please get a thyroid function test done
3. Please do not ignore this any further
