I have gone through the description as well as the attached image(s). Your child was suffering from an eye infection which has localized in the soft tissue surrounding the eyes. Since the tissue below the eyes is loose, it is quite usual for collection to occur in this reason. Hence the pus from the eyes had collected around the lower eye lids giving it an inflamed look. The bumps that you are talking about, could be due to collection of pus. The infection could have localized in a few places giving rise to chalazion or stye. Had I been able to examine closely, I would perhaps have been in a better position to comment. But I think that your doctor is right in thinking that it is chalazion as the story actually fits in.
There can be a number of variants possible and without clinical knowledge you might find it hard to find a correlation. But I think that it is fitting in.
I would suggest you to be patient. Wash the eyes of the child frequently with plain and lukewarm water. The inflammation should come down in a week. If the chalazion or stye does not get corrected, you will have to see an ophthalmologist.
