In streptococcal infection(scarlet fever) there can be rash with fever.But sore throat is also a predominant feature.The rashes usually fades away over a period of 2-3 weeks.
This sore throat (tonsillitis)may cause bad breath.
Here you have not mentioned sore throat.

I wont get overly worried if child is active,playful,eating well,there is no fever and only complaint is bad breath .
If there is no sore throat the condition does not fit into the criteria of streptococcal infection (scarlet fever).
I would suggest for mouth rinsing with chlorhexidine antiseptic solution 2-3 times a day for relief in foul breath.
Avoid too much use of candies and chocolates and brush at least twice a day.
Get her examined by your physician when he comes back.
