Question: I have developed a rash on exposed parts of skin. I took some prednosone and got rid most of it, but when I went back out in the sun again my lower legs are the only exposed part got a rash back but my ankles are now slightly swollen

You are developing photosensitive rash.
If I was your treating doctor I would recommend you to apply potent topical steroid like clobetasol propionate cream on the affected area twice daily and take antihistaminic like tablet Chlorpheniramine 4 mg twice daily for 10-14 days.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
Moreover use a high spf sunscreen lotion on the entire exposed parts of the body at intervals of 3-4 hours during the day time.
Also try to avoid direct sun exposure.

Why now after 59 years would I get a reaction from the sun when I`ve lived in it all my life. Is it an age thing.

There is no specific age of occurence.
Photosensitive rash can also occur as a reaction of any medicine to sun, in your case it can be due to antidepressants.

Will it go away just keeping out of sun or sun screen in time, or will there always be problems. I`ve been off the antidepressants now for 3weeks.

Yes you can get free from allergy but it varies from patient to patient
