He had a severe case of salmonella food poisoning in 2010 and has had these symptoms off and on since then.

I have gone through your query with diligence and would like you to know that I am here to help. It could just be a simple case of a sensitive stomach, or a case of intolerance which has been gone undiagnosed.
Restaurants use a number of ingredients which we do not use on a regular basis, and especially not at home. Primarily because they need to store their food for longer, and also because they need to make their food stand out, as compared to what you would get at home, or else why would you want to eat that food.
Substances like MSG, GMO, etc; are all commonly used at restaurants, and if at all he experiences this only when he eats out then the solution is simple, avoid eating out. Certain other conditions like irritable bowel syndrome, etc; also do flare up when outside food is consumed, but it can happen even with food prepared at home in an unhealthy manner. Do the symptoms also appear when he has dined at an exquisite or expensive restaurant (probably a 5-star or better) as well?

So this has been happening every time he eats out, which is when he also has his alcohol? What about when he has his meal outside without having alcohol?
If this happens even when he does not have alcohol, it could probably be just the food and all the ingredients used in restaurants causing this; but if he gets the symptoms every time he has alcohol and outside food, then it would be best to avoid both.
It is a simple case of avoiding the causative factor ma'am, there is no other way out of it. I hope he does feel better at the earliest, do try some antacids, plenty of fluids and even probiotics to help him.
