+ Get an elaborate STD-panel (including herpes, syphilis, gonorrhea, HPV, HIV, chlamydia) conducted while these lesions are present, as this would be the best time to check for STDs, as your symptoms are present. If STDs are ruled out then the issue is much simpler
+ If at all the lesion recurs on the exact same region, then this may require surgical attention (e.g. incision and drainage of the cysts)
+ You said you have been losing sensation around the shaft region? This does also raise doubt for either an STD or conditions like diabetes or a nutrient deficiency (e.g. vitamin B 12 deficiency)
+ Keep the region dry and clean at all times
+ Take regular showers
+ Avoid masturbation without a lubricant and avoid rough or aggressive masturbation
+ Once STDs are completely ruled out, I would think that starting a course of antibiotics may help
+ Apply a warm compress to the region
