Blisters recurring every few weeks suggest the possibility of Genital Herpes infection. But it appears usually as multiple or grouped vesicles. Single blister is rare. Moreover it would contain clear fluid and the blister will rupture within 6- 12 hours and give rise to ulcers which can heal with or without medicines within a week or two, if it is due to Genital herpes. Even if there is no recent sexual contact also, it can recur for years.
In the picture sent by you. I am able to see the red spot over the glans penis and not exactly the blister.
This type of redness could occur due to any irritation to the covering structure of the glans penis like soap or applications etc.
It is better to consult a Dermato-Venereologist. He/she will examine and able to fix your problem.
