Hi,
Thanks for your query.
I understand your concern regarding your skin problem and I hope I am able to help you in the same .
Now from the description alone, it is difficult to make out the exact diagnosis . I would like to have a look at the exact skin lesions .
Please click some close up pictures of the skin condition and upload them here on this page .
Also please tell if there is associated itching or pain or discomfort?
What all he applies over the lesions when they develop?

Thank you for your response, Doctor. I have hopefully sent on a photo. There is no itching, pain or discomfort involved and he applies nothing. He thinks now it might be caused by a metal cabinet latch his hand passes by daily to take out daily supplements. Is this a possibility?

Brief Answer:
Grouped lesion raise possibility of herpes
Detailed Answer:
Hi
I have seen the attached picture .
I must say that it is not a very clear picture but from what I can make out , I can see few grouped lesions. I strongly suspect that your husband might be developing recurrent episodes of herpetic infection over the hand.
Has he ever noticed any development of fluid filled vesicles at this part?
Recurrent development of grouped lesions at any part of body can be suggestive of a skin herpetic infection.
For confirmation of diagnosis, he might need to investigated by various blood tests for anti herpes antibodies .
As of now, he should apply a topical antibiotic cream like neosporin or mupirocin over the affected areas twice a day.
