Detailed Answer:
Hello,
Thanks for the query to HCM,
These are follicular bumps which have got infected and become infected and hence painful to touch. They usually occur after a shaving episode and can be taken care of by a short course of amoxycillin ( antibiotic) for 3 days. Diagnosis is FOLLICULITIS. There is pus inside and see if they can be popped , if not then antibiotics shall take care of them.

The presence of hard base and follicular head can be seen , though the skin is darkened due to friction and scratching probably, the pain on pressure is indicative of a bacterial infection below. This is not herpes or warts at all.

Hello,
Just get a local examination done and a local palpation and if required a swab culture test can clinch the diagnosis. You may just require a local antibiotic ointment like mupirocin for local application along with a short course of antibiotics.
As all std tests are normal this substantiates the diagnosis further and cause being post shaving local folliculitis.
