There is no fever. He is drinking whole cows milk from a cup. My husbands brother used to have exzema as a baby

Try giving syp. levocetrizine and some emollient for local application.

Eczema is caused when the body makes too few ceramides. Ceramides are the fatty cells which help provide the barrier protection to the skin. If you don’t have enough of them, the skin will lose water and become very dry.
Hereditary also plays a major role.
Some triggers are irritants like chemical, dry skin, low humidity, perfumes, soap, food like pea nut, cow milk.
I suggest you to see a dermatologist for examination to know the exact cause.
