I have gone through the query and I have also reviewed the Image.
I can see blotchy red areas on glans penis. This seems like a candidal/ yeast infection of glans.
I suggest you to use an antifungal cream e.g clotrimazole 1% cream preferably a combination cream e.g clotrimazole 1% + beclomethasone dipropionate 0.025% cream, twice daily for a week.
A single dose of an oral antifungal e.g fluconazole would also be curative.
Regarding the rashes at nasal folds and dandruff on scalp... both these are related and are part of the same disease process i.e seborrheic dermatitis.
Seborrheic dermatitis usually presents with scaly, itchy areas/ patches and dull red erythema.
Scalp as well as face (particularly sides of nose, glabella and sometimes upper lip and chin area) may be involved.
In Seborrheic dermatitis there is an over-proliferation of a yeast, malassezia furfur along with inflammation and both these factors are responsible for driving the disease process.
Seborrheic dermatitis is a steroid responsive skin condition, as you must have noticed that the skin condition would improve with the cream that you use regularly at sides of nose.
However seborrheic dermatitis may relapse after seemingly complete cure therefore patients tend to use topical steroids regularly.
However, steroids can cause skin atrophy and therefore they cannot be used on face forever.
Therefore, once the initial response has been achieved with topical steroids they can be stopped after 2-4 weeks.
Thereafter, for recurrent or mild disease, topical immunomodulator e.g pimecrolimus are preferable as they are safe even for long term use.
This is a prescription medication and therefore I suggest that you talk to your doctor for the needful
Dandruff too you need to use an antidandruff shampoo regularly i.e every alternate days.
Nizoral is an OTC brand of 1% ketoconazole shampoo which you can use for your dandruff.
Lather it well on your scalp and allow it to act for 5-10 minutes before rinsing.

Hi.
For candidal balanitis just a single dose of oral fluconazole is curative. You may take it at any time of the day, 1 hr after a meal.
There are no specific food or drug restrictions with it.
Apart from fluconazole you must also use the topical cream that I had suggested in my previous reply, twice daily, for a week.
