Hello and welcome to healthcaremagic
I am Dr. Kakkar. I have gone through your concern and I have looked at the pictures.
I would keep a possibility of Viral Exanthem OR Pityriasis Rosea OR Drug Eruption
I would like to gather some more information from you in order to be able to help you better
--Since how long do you notice these spots?
--Does he has any fever, cold, cough at present or recently preceding the appearance of these spots?
--Is he OR was taking any medication for cold, cough, fever? If yes, when was it?
--Does the rash spare his face and legs?
regards

Brief Answer:
Pityriasis Rosea
Detailed Answer:
Hi.
The likely possibility is Inverse Pityriasis Rosea. Clinically it can present as scaly red oval patches in the axilla, neck and proximal extremities. Classical Pityriasis mainly has lesions on the trunk in a christmas tree fashion.
It is a form of hypersensitivity reaction to various etiologies like Infections , drugs etc Most of the times there is a preceding history of a viral infection(common cold, Viral Infection of the GIT) in children
The generalized rash may be preceded by a Herald patch also known as mother patch.
Treatment is topical application of a mild to moderately potent topical steroid e.g fluticasone propionate cream, twice daily for a few days.
