Brief Answer:
Most likely Razor burn.

Detailed Answer:
Hi

Thank you for asking HCM

I have gone through your query and pictures. All those rashes are in hair follicles. So it is most likely due to irritation from shaving the chest hair (Razor burn). Using a low irritation blade for shaving, avoiding two and fro shaves again and again helps to avoid this. Also use a shaving foam for sensitive skin. Clean the skin properly before and after shave. You can also apply aloe vera juice or gel after shaving. These all measures will be helpful to get rid off this.

Let me know if anything not clear.
I am happy to help you.
Thanks.
