Question: I have a tiny black .On the blue coloured part of my eyeball and my eye is very red and irritated what should I do I think it may be a splinter

From your history and your symptoms, it looks like some foreign body has gone into your eye and has impacted over the cornea. That is why, despite washing thoroughly, it has persisted.
Though without clinically examining your eye, it cannot be confirmed that it is a foreign body, still it is one of the more probable causes and hence you need to go to the ER or ophthalmology clinic. Further delay might damage the cornea due to continuous irritation and friction that is taking place with opening and closing the eyelids.
For now, you can give artificial tear drops that are available over the counter to moisten your eye so that the irritation and friction reduces unless you visit a clinic and get definitive treatment.
