on and off swelling makes an infection unlikely!
Detailed Answer:
Hi,
Swelling which comes and goes is not typical of an infection. My greatest worry would have been an infection but with no pain and on/off nature, that is unlikely. I might turn my reasoning towards possible lymphedema in which there is a difficulty draining fluid from a part of the body. This happens when the lymph nodes are no longer as functional as before, maybe from surgery, radiotherapy or chemotherapy.
I will suggest that you get an appointment with your doctor at your earliest convenience and get this looked into. I repeat, there is no urgency for now!
I wish you well.
