Hello!
Thank you for the query.
Can you please attach a photo of this place? Otherwise it is hard to give valuable answer. Is it possible you can have it from too tight shoes? Have you had any injury recently?
I`m looking forward to hearing from you.

Hi, I have provided some attachments. Please review them.
Brief Answer:
An x-ray should be done.
Detailed Answer:
This does not look like an acute inflammation. It looks more like some kind of chronic thing. If your shoes are a little bit narrow at the tip of them, right where your toes are placed in it, this can be the main reason (the foot shape strongly indicates that).
It is also possible that you have some bony growth in this area which is irritating the tissues and preventing from normal walking. It should be visible on the x-ray. And that is my suggestion, please have an x-ray done and consult orthopedist with it.
In a meanwhile try to use more elastic, light and not narrow shoes.
Hope this helps.
Regards.
