It is not an outbreak tip getting red may be due to more blood in penis during erection or due to rubbing. HSV outbreak occurs forming a rash not redness.
I will suggest you not to panic everything is just normal of there is no pain ...rash etc then just redness doesn't mean anything dangerous.

It does go away... & within a day or 2. Also sometimes looks like dry skin flakiness only once. But im always looking under bright lights or heat lights. In normal room light you prob would never notice. Are there any creams i can use to rejuvinate or just moisturise that will help

It is not necessary that rendness is something dangerous maybbe you never noticed that but once you have noted it now you are giving it more attention
If you found flakes there can be mild fungus or drynes at that place. Moisturising should be done with most inert things. For example if you use lotion it may burn or itch , it is better to use something which doesn't really get absorbed but makes a layer.
I would suggest you to use petroleum gel, it is best thing to keep skin mosturized without getting burning.
I would again mention here that in my opinion there is nothing really wrong may be there is a bit of inflammation keep the area clean ..keep good hygiene ans everything should be fine.
