Brief answer...given below Detailed answer... Hello, Thanks for the query. The most likely cause for redness in lower legs of a patient suffering from congestive heart failure ( CHF ) is cellulitis which is infection of tissues below the skin,however  there may be other reasons like peripheral arterial disease or venous insufficiency as in deep venous thrombosis which can result in redness of lower legs. You must talk to your doctor and get investigated by getting a Doppler test. In cellulitis,the skin would be hot and tender. Treatment would depend upon finding the cause.
