What Causes Redness On The Foreskin Of The Penis?

Question: On my foreskin or under it the line leading to my dick is kinda red and around it is red and has small dots. In front of my dick has a bruise what do I do?

Are you sexually active?
Do you have burning on urination?
Are the dots you mention pimples, red spots or white spots?
Do you have pain in the rash are?

No I never had sex and its not burning when I urine (but one time it happened but not anymore) The dots aren't pimples they are very tiny and I think its white or the color of my dick. I don't think its a rash but I don't know and there is no pain. It is not itchy
