You seem to have developed some irritation of scrotal skin due to the cream which you have been using in groin i.e loceryl cream. I would suggest you to discontinue it. I would rather suggest you to use a topical steroid+antifungal cream combination e.g Clotrin-B cream, for both scrotum and groin area. Use it twice daily for two weeks.

What if i use fucibet cream ? Is it eczema ?

Yes, this is eczema Or dermatitis, probably contact dermatitis to loceryl.
Fucibet cream is a topical antibiotic+steroid combination. You may use it for a week but after that you would require a diferent antifungal cream for groins, since you are probably sensitive to loceryl. Clotrin-B cream on the other hand is a steroid+antifungal cream and would serve the dual purpose of resolving scrotal irritation as well as being an antifungal for groin.
