First of all I want to clarify that PME(premature ejaculation) is termed when during sex male partner ejaculates early before female partner reaches the orgasm.

During masturbation many people cover the glans with foreskin initially when they start masturbation.Sometime when they touch directly to glans penis it feels very much sensitive.But it is not going to cause any problem in sex life.During sex, glans is generally covered by lubrication and sensation are not so high that is like of masturbation.In sex friction with vaginal wall causes sensation and ejaculation. In sex ejaculation will take more time than in masturbation.

If you find some area which has been rubbed and became more sensitive , it is just your observation.In reality that area itself is sensitive,your masturbation habit does not have done anything.

After full erection within two-five strokes ejaculation can occur during masturbation and that is normal.

20 times higher sensitivity means I guess corona is very much sensitive than glans according to you.This is completely normal.

Just understand the basic anatomy of glans and corona.

Glans:
The glans or head of the penis is the rounded part at the end of the shaft. It is a highly sensitive area with many nerve endings. The glans of the penis is developed out of the same tissue as that of the glans of the clitoris. At the tip of the glans is the urethral opening where urine expels itself from the body.

Corona:
The corona, sometimes called the coronal ridge, is the ridged band that separates the head of the penis from the shaft. It is a highly innervated smooth muscle that radiates from the frenulum and surrounds the inner tip of the foreskin. It contains approximately 80 percent of the male erogenous tissue and is extremely sensitive to light touch, stretching, folding, pressure, and temperature.

Of course this sensitivity comes down gradually as it will exposed directly to touch stimuli by hand or vagina without foreskin while during masturbation or sex.
