The commonest cause of these itches are usually fungal infections. Humidity within the legs, generally aggravated by poor ventilation, especially when under wears are not of good cotton quality can exacerbate this. I strongly suggest you get good cotton thinner pants.
Cleaning properly twice daily with warm water and keeping could helpful. Topical anti fungal creams are very helpful. Creams like Miconazole, sold over the counter and applied twice daily for seven to ten days are usually sufficient. In case this is recurrent, oral drugs might be needed.
Acute on set irritations might also occur when some people change the pants they are used to wearing. Skin allergies to Silicon pants or dresses are not rare. If this is the case, topical steroids could help.
I suggest for the moment that you shave properly, proper cleaning, use of topical anti fungal drugs, and in case of serious or sever itching, anti-histaminic drugs like Phenergan (also over the counter in most countries), added to pure cotton pants.
