Brief Answer:
Could be... not enough information

Detailed Answer:
Hello,
a pain in the lower leg could be thrombophlebitis either superficial or deep vein thrombosis (DVT). Unfortunately you haven't provided enough clinical details to allow for a more complete answer but I'll try to give you the information you need.
DVT can be from asymptomatic to very annoying with edema, pain and warmth above the affected area. It is dangerous too because the clot may travel to the lungs and cause a very serious complication called pulmonary embolism.
Even with the slightest suspicion of such an event, immediate clinical and radiological examination (triplex) is warranted.
Superficial thrombosis on the other hand is less dangerous and only rarely can have serious complications.
Other possible causes include lower back problems like spinal disc herniation, achilles tendon injury or inflammation, local infections and injuries etc.
Distinguishing between them (and others) requires data from clinical examination and - sometimes - radiological confirmation or exclusion.
I hope I've given you an insight on your condition.
If you need further information please let me know.
Kind Regards!
