It is available on prescription of a dermatologist. I suggest that you visit a dermatologist in your region for a prescription of the same.
It should be applied nightly on dry skin with or without occlusion until a positive result is obtained, after which the intervals between applications may be lengthened.
I also suggest you to get your thyroid levels checked once.

Most cases of palmoplantar hyperhidrosis are idiopathic.
Practical treatment options apart from aluminium chloride hexahydrate 20% lotion includes glutaraldehyde soaks, iontophoresis, botulinum toxin A injections and can be tried.
Oral treatment is with systemic anticholinergic drugs but it is usually not advocated for localized hyperhidrosis because systemic anticholinergics can have side effects.
Aluminium chloride hexahydrate 20% is commonly available as Drysol in many countries.
I am not sure whether it would be available without a prescription in UAE. You may try to find it from a local drug store. If not, you may visit a dermatologist in your region for a prescription
