I dont have any reports. It is near by ties area.
Itching in the thigh area could be due to ringworm infection which is a fungal infection.
You have been using candid B cream which contains a steroid which will cause only temporary improvement and won't let the infection get fully cured.
That's why you are having recurrence of infection on stopping it.
To confirm I would recommend you to upload the photographs of the affected area so that I can guide you better.

Ya it is fungal infection and rash only
Brief Answer:
Take oral and topical plain antifungal
Detailed Answer:
In fungal infection candid B won't be effective.
If I was your treating doctor I would recommend you to take oral as well as topical plain antifungals like capsule itraconazole 100 mg twice daily and apply luliconazole cream on the affected area once daily for 2-3 weeks. Drink cleaner water.
For itching you can take tablet levocetrizine 5 mg once or twice daily depending on the intensity of itching.
These are prescription drugs and you need to see the doctor in person to get them.
