Atopic dermatitis
Detailed Answer:
Hello and welcome to healthcaremagic.
I am Dr. Kakkar. I have gone through your concern and I have understood it.
I would also keep a possibility of Atopic dermatitis, as well. People who are atopic have inherited low water retentive capacity of the skin, which leads to increased trans-epidermal water loss (TEWL) into the atmosphere, specially when the weather is dry and cold, specially in winters and in hilly areas.
Soaps dry the skin further, and thus exacerbates the condition further. A gentle cleansing lotion like cetaphil cleansing lotion can be used instead.
In atopics, it is advisable to apply a good moisturizer as frequently as possible. My choice is, one popular brand marketed by Galderma, called Cetaphil moisturizing cream to be applied twice daily over the whole affected area, immediately after bath and before going to bed, at night.
Specifically for the dry patches of skin on your face and elsewhere, you could apply a small amount of a moderately potent steroid e.g fluticasone propionate cream(flutivate cream), specially over the areas which are showing patches of eczema/roughness, dryness, redness and scaling etc is absolutely justified and desirable.
An oral antihistamine like cetrizine in a dose 10mg once daily can be taken once daily for symptomatically relief.
I hope you will find this useful.

Hi.
Atopic dermatitis is an immune mediated disease, and manifests as skin allergies and recurrent cold/cough/sometimes as sinusitis, but it is not that your defenses are weak or low as compared to others.
