What Causes Skin Colored Bumps On Penis?

Question: I know this may sound wierd but i have small skin color kinda whitish colored bumps near the base of my well penile area. They dont itch or burn. I have had them for awhile they arent too big. Idk is that normal. Idk it looks like it could be due to hair but idk am i ok?

Its really wierd i know but im worried. Ive gone to my doc before he said dont worry about it after i told him it doesnt itch nor burn. But do you think its okay?

Well they are skin colored. Not very big. Its like goosebump look but it isnt. What do you think i could be? Should i just not worry about it?t
