What Causes Small Bump On Shaft Of Penis?

Question: Every once in awhile (about once a year roughly) I get an in-grown hair/acne/bump on the shaft of my penis. Typically, I can pop it like a zit, & then it goes away about same as a normal pimple. Had one about 6-7 weeks ago that wouldn't pop, & took longer to go away, and now I have another one that I've had for 3 weeks & doesn't seem to be improving.. Any idea what it is or what I can do to get rid of it & not get them anymore?
