What Causes Small Pimple Like Bumps On Base Of Penis?

Question: I have small pimple like bumps on base of penis they have been there for a few months. Does not hurt/itch I also have a single pimple like bump that appeared 2 days ago on the shaft. I popped that one and clear liquid came out. It Didn't hurt after I popped it and is now looks like it is going away. Should I be worried?
