Question: 2 of our children have these similar red dots with a halo on their skin? Different body parts.

This looks like an insect bite with reaction. I am wondering about a possible tick bite. In Wisconsin, we would be concerned about Lyme Disease from tick bite (pictured here: https://images.search.yahoo.com/search/images?p=images+of+lyme+rash&fr=tightropetb&imgurl=YYYYYYYYoflymedisease.com%2Fimages%2FPhoto-Lyme-Disease-Rash.jpg#id=6&iurl=http%3A%2F%2Fpicturesoflymedisease.com%12345s%2FPhoto-Lyme-Disease-Rash.jpg&action=click)

but I don't think that is as prevalent in XXXXXXX

As these may be tick bites (were your girls out doors in the same place where this could have happened?) I recommend that you go in to see a doctor (don't settle for a PA or nurse practitioner) either at an urgent care clinic or with your regular doctor if you can get in to see him or her quickly.
