See, it is difficult to say the actual cause of your burning tip of penis and rashes and blotching over the glans. The causes may be viral, fungal, bacterial and even autoimmune. However, you have used antibiotics with no use. so it is probably not of any bacterial cause. Also, UTIs are ruled out from urine reports. so, it comes to probably fungal or viral causes, and fungal being more common seems the cause. However, it would be better if you could send me a picture of the lesion and tell me whether it is associated with any pain or foul discharge or not.
In the meanwhile I will advise you the following-
Take plenty of fluids per oral.
Use clotrimazole cream locally for 7 days.
Use mild steroid cream like mometasone or fluticasone locally to deal with the inflammation.
Maintain genital cleanliness.
Get a swab of the lesion or discharge tested for culture of any organism.
Also get a blood sugar test done if you already have not.
You can talk to your local physician for the prescription of the medications and the swab culture.

This is almost identical to my symptoms, is on the web, I am unable to attach a photo. I think it may be early symptoms so want to treat it before it gets worse. My blood sugar levels were normal when last measured.
What about Diflucan?
No pain associated with the red patches on head of the penis only pain is on the tip which is where the pain is localized.
I will get canestan as soon as the shops open.

Hello.
I have seen the picture. If your lesions are similar to this, you need not worry much. This looks like some minor infection.
Diflucan is fluconazole and Canesten is clotrimazole, both are very potent antifungals. I have asked you to apply clotrimazole because it is easily available. If you get fluconazole also, there is no problem, you can apply any of the above.
However, hold steroids. There is not much inflammation if your problem matches the above picture; steroids are applied in more serious cases.
Also, get the swab done if possible. That can specifically diagnose the causative organism.
