Brief Answer:
No liver is likely not causing it.

Detailed Answer:

Hello,

Have seen your details and i appreciate your concerns,
As per your query answer is-
As per protocol pain involving both ribs(chest) as well as shoulder in a 35 plus male should initially be investigated for cardiac cause-
I would suggest you to go for two baseline test called echo and stress test. They will take hardly 40 minutes and if they are normal cardiac involvement could be ruled out.
Secondly this could be due to gastritis and acid peptic disorder. You can take over the counter medicine like omeprazole 40 mg twice daily empty stomach. If you respond to it most likely its acid gas disorder. Liver hemangiomas are usually asymptomatic unless they are really large. 1.99mm is too small a foci to cause any problem.
Initially i would suggest you to get a cardiac clearance.
