Question: a strange sporadic pulsing sensation in the medial Left ankle area, it feels akin to an erratic pulsing through the vessels in this area, it just started this morning and is still occuring

Strange pulsations which occur sporadically is most often peripheral nerves. The medial aspect of the left ankle are often prone for stress, pressure, etc which could irritate the nerve endings. The quad pain looks like an unrelated issue
Here is how you should go about it:-
1. Wait it out for a week, most often these pulsations subside on their own
2. If the pulsations still persists then please get a nerve conduction study done after meeting a neurologist
3. If the pulsations are an absolute hinderance then tab pregabalin 75 once a day can help. You may obtain a prescription for this from your local doctor.
